Bristol is one of the first cities in the world to make an explicit promise to pursue a just transition to combat climate change.

Our project sought to find out what happens once such a declaration is made. How is a just transition being interpreted and how is it being pursued? Who is involved in this process ‘on the ground’? To answer these questions, we ran a yearlong study focusing on six Bristol-based actors engaged in climate policy.

Abstract: The term “climate justice” began to gain traction in the late 1990s following a wide range of activities by social and environmental justice movements that emerged in response to the operations of the fossil fuel industry and, later, to what their members saw as the failed global climate governance model that became so transparent at COP15 in Copenhagen. The term continues to gain momentum in discussions around sustainable development, climate change, mitigation and adaptation, and has been slowly making its way into the world of international and national policy. However, the connections between these remain unestablished.

Addressing the need for a comprehensive and integrated reference compendium, The Routledge Handbook of Climate Justice provides students, academics and professionals with a valuable insight into this fast-growing field. Drawing together a multidisciplinary range of authors from the Global North and South, this Handbook addresses some of the most salient topics in current climate justice research, including just transition, urban climate justice and public engagement, in addition to the field’s more traditional focus on gender, international governance and climate ethics. Abstract: The world we live in is unjust. Preventable deprivation and suffering shape the lives of many people, while others enjoy advantages and privileges aplenty. Cosmopolitan responsibility addresses the moral responsibilities of privileged individuals to take action in the face of global structural injustice. Individuals are called upon to complement institutional efforts to respond to global challenges, such as climate change, unfair global trade, or world poverty.

Committed to an ideal of relational equality among all human beings, the book discusses the impact of individual action, the challenge of special obligations, and the possibility of moral overdemandingness in order to lay the ground for an action-guiding ethos of cosmopolitan responsibility.

Abstract: In der gegebenen globalen Governance-Struktur stellen souveräne Einzelstaaten die zentralen kollektiven Akteure dar, die Verantwortung für einen zeitnahen und effektiven Klimaschutz übernehmen müssen. Dieser Aufsatz vertritt die These, dass die Differenzierung der Einzelstaaten zumutbaren Verantwortung die Bedingungen berücksichtigen sollte, aufgrund derer sie als kollektiv-verantwortungsfähige Akteure verstanden werden können. Dies gilt sowohl mit Blick auf ihre historische Verantwortung für die Verursachung des Klimawandels als auch im Hinblick auf die Zukunft. Dabei ist für zeitnahen und effektiven Klimaschutz von zentraler Bedeutung, dass die Verantwortungsfähigkeit aller Mitgliedsstaaten der UNFCCC erhalten bleibt, damit sie als kollektive Akteure ihren differenzierten Beitrag leisten können.

Abstract: Der anthropogene Klimawandel trifft die armen und ärmsten Weltregionen und Bevölkerungsgruppen besonders hart (Olsson/Opondo/Tschakert u. a. 2014). Weder haben diese in der Vergangenheit viel zum Klimawandel beigetragen, noch ist ihr heutiger Treibhausgasausstoß annähernd so hoch wie derjenige in den entwickelten Industrienationen und einigen Schwellenländern. Benachteiligte Bevölkerungsgruppen sind den negativen Folgen des Klimawandels zudem häufig besonders stark ausgesetzt. Diese Auswirkungen sind bereits jetzt zu spüren und werden sich in Zukunft noch verstärken.

Abstract: This paper focuses on one particular case that connects climate justice and climate economics. Its contribution is twofold. First, it aims at providing a sound normative foundation for carbon pricing mechanisms around the notions of a ‘right to energy’, the ‘duty not-to-harm’ and an argument for ‘restricted compensation’. Second, it identifies the normative elements from theories of climate justice that should guide the design of market-based instruments for climate change mitigation. This will cast light on the particular moral relevance of the act of internalizing a negative externality and of the funds generated by putting a price on carbon.

Climate change has hit home around the world in 2021 with record heat waves, droughts, wildfires and extreme storms. Often, the people suffering most from the effects of climate change are those who have done the least to cause it. To reduce climate change and protect those who are most vulnerable, it’s important to understand where emissions come from, who climate change is harming and how both of these patterns intersect with other forms of injustice.

I study the justice dilemmas presented by climate change and climate policies, and have been involved in international climate negotiations as an observer since 2009. Here are six charts that help explain the challenges.

Last year Nikolas Mattheis argued on this blog that climate school strikes are acts of civil disobedience (rather than truancy), that pupils are entitled to this form of protest and that they should not be punished. I agree. Acts of civil disobedience by Fridays for Future, Extinction Rebellion, Ende Gelände and similar movements cause substantial public dispute. However, a more radical and troubling question emerge from recent writings in political philosophy: Given the great injustice involved in climate change, are uncivil acts of resistance morally justified? In the following I will argue that most of them are not.
